Top sports officials meeting in Switzerland have proposed a new global drug testing system that would be independent from sports authorities and national interests.
The proposal at a summit in Lausanne, Switzerland on October 8 calls for a new drug testing system to work within the framework of the World Anti-Doping Agency (WADA).
Organized by the International Olympic Committee (IOC), the Olympic Summit recommended better governance structures and better funding for WADA.
It also suggested that all doping-related sanctions should be imposed by the international Court of Arbitration for Sport (CAS) rather than the international governing bodies of each sport.
The proposals are to be dealt with at the WADA Foundation Board meeting in Glasgow in November.
Olympic organizers are trying to preserve the integrity of the Olympics after investigators found widespread, state-sponsored doping by Russia that prompted unprecedented bans at the 2016 Summer Olympics and Paralympics in Rio de Janeiro.
Russian hackers were then blamed for a leak of private medical files of top U.S. athletes.
