NEW DELHI -- Afghan President Hamid Karzai is continuing a two-day visit to New Delhi after signing a strategic partnership agreement on October 4 with Indian Prime Minister Manmohan Singh.

Karzai was expected to lay out his vision of the future for South Asia in a speech on October 5 in New Delhi.

Karzai's visit comes after he accused Pakistan -- India's rival -- of funding militant groups.

Ties between Kabul and Islamabad have come under increased pressure following Afghan and U.S. allegations that Pakistan's ISI Intelligence service was linked to militants who killed former Afghan president Burhanuddin Rabbani last month.

Kabul says Pakistan is officially refusing to cooperate with the investigation into Rabbani's death.

However, Pakistan's ambassador to Kabul said a letter he wrote to Afghan investigators promised to help. Pakistani officials deny involvement in militant attacks.
