In Ukraine's northern Chernihiv region, residents near the Russian border have grown used to power cuts and mobile Internet outages. In place of the vulnerable local infrastructure, officials use communications terminals connected to the Starlink satellite network owned by billionaire entrepreneur Elon Musk.
