Iran's nuclear negotiator, Hussein Musavian, said later that Iran would give its official reply to the EU offer by 7 August.
However, in comments quoted by AFP, Musavian also called the EU offer "unacceptable" and that Iran will resume uranium-conversion activities at its Isfahan plant.
The EU proposal says the EU recognizes Iran's right to civilian nuclear energy as long as it does not violate the terms of the Nuclear Nonproliferation Treaty (NPT).
It also says the EU wants Tehran to make a legally binding commitment to not withdraw from the NPT.
The International Atomic Energy Agency will meet on 9 August to discuss Iran's threats to resume uranium conversion.
